After merge job it will one of the rowid will be surviving and will pick form the group (1 2 3)
Yes agree, but the problem I'm seeing in my environment is the ROWID_OBJECT 4 not present is xref but it is present in _HIST table. may be it is getting deleted(is there any process during which xref records gets deleted or removed) but still stays in _HIST. ??

May be earlier it was merge with 4 , you need to focus on xref which is the surviving record .
the rowid which is in base object is not present in Xref, so I'm confused but the rowid exist in _HIST, so does xref records also gets removed??? I'm only taking about rowid concept, data wise its showing correct data.
It is unlikely that ROWID in BO would not be available in XREF , there has to be an entry for root entity where ROWID_OBJECT=ORIG_ROWID_OBJECT , in your case it should be of entity 4, if its not there then there is a possibility that it might has been removed with any forced SQL statement as MDM doesn't removes any entry from XREF as part of Match and Merge Process.
Try checking the HXRF table to see if you find any entity with ROWID 4, if so, you would get the ROWID XREF against that entity, take it and try finding it in XREF table, see if its present and misaligned or its not present at all.
If the ROWID XREF is not present in XREF table then there is a possibility that it has been manually deleted.
