On v10.2.0, windows 2016 is not supported hence why you may be having issues.
'pmcmd' command works in interactive mode.

I see that you are using 10.2 version on Windows 2016 Operating System. As mentioned above, this version of Windows is not certified with 10.2 version neither for client nor for server. Supported OS versions are Windows 2008 R2 and 2012 R2. Please refer 10.2 PAM document from below link:
