EDC is majorly implemented in production environment .But to have an early glimpse of the final product or to do POC and to see what best can be extracted ,it could be implemented in one of the lower environment like DEV

This is totally dependent on client requirement how they wanted to maintain it. Since it is metadata management tool and there is no concept of DevOps in case of EDC it is good to have in Prod environment. You can keep one lower environment for POC and demo purpose.
