How do we configure a rule to compare the record counts between 2 objects (tables/flat files) in Informatica DQ.

Let's say i have a source table and a destination table/flat file (there will be an ETL job that will copy the data from source to target). I want to perform a comparison of the record counts between both the source & target, and flag if there is a mismatch.

What is the best approach to do this in Informatica DQ that would scale well (i can re-apply the same rule/mapping spec across multiple source and destination objects)?
