Then you process this additional output file in a post-session success command (a batch file or a script) to send all those emails in one run."
Here is the high level steps you can work with as a guide.
1) create a mapping that reads the table and loads a file on the infa server with some delimiter
2) create shell/bash script that loops thru each line in the file created #1 and parses the line and sends an email.
3) create a workflow
4) first step in workflow will be mapping from #1
5) second step in workflow will cmd task calling script from #2
Step first is obvious.

What's your server OS? Linux/Unix or Windows?
On Windows, you should create a PowerShell script as your target file; in PowerShell, there are commands available to send emails, so that's definitely the easiest approach under Windows.
On Unix/Linux, in the easiest case each line should be a "mailx" command. Work with your system administrators to understand what command-line email clients are available on your system so that you can use one of these.
