It looks like your account ID does not permissions or unlock codes not associated to your account id. I would suggest you to open a technical GCS case with the account details and will help troubleshoot this issue further.
This could be because of the permission or the right account ID not being assigned with your email ID.
You can ask your colleagues who are able to see the download links and able to manage the account to perform the below steps.
Steps to add users to a customer account in DQC:
- Log in to DQC site. You will see a list "Users that can manage this account".
- At the bottom of the list, click "Manage".
- Click "Add user to this account".
- Provide the valid email address and click "Send Invitation".
