Yes, For the Ireland, Address Doctor has two type of database files ( _01 and _02 ) for on-premise setup.
If you we see the above screenshot,
DB5_IRL5BI_02_190701.zip file, does contain postal code (EIRCODE) for Ireland address.
I have tested some addresses In the Address Doctor Cloud and able to see that Address Doctor is populating/appending the postal code for Ireland addresses.
Address Doctor Cloud contain the _02 file in database.

I did run a sample file of 1000 addresses and many return C4 & V4 codes, however no zip code has been appended.

From your Database details, I can see file is having Size="189374464" ~ 181 MB but While check in-house.
Size of the Batch_Interactive file without Postal Code (DB5_IRL5BI_01_190701.zip) is Around 181 MB
Size of the Batch_Interactive file with Postal Code (DB5_IRL5BI_02_190701.zip) is around 387 MB
It means, in your database you have the Batch_Interactive file which is without Postal Code.
You need to update the IRL Batch_Interactive file with the _02 file ( Batch_Interactive file with Postal Code) so that you can get the ERICODE for the addresses.
I will open a support ticket to have the files replaced as we are using the cloud version.
