The link "HotFix Downloads" should show up among the "Quick Links" section at the top of your Network Home when you login. Although, if your account is not tied to a project with an active support contract, you won't be able to see/access it.
Login to network.support.com with the registered mail id by which you raise cases with Informatica Global Customer Support.
Once login was successful --> You can see the quick link to download the hot fixes.
Also Global Customer Support should send you a download link for this particular EBF on the Tech Support FTP server (tsftp.informatica.com); download instructions should be part of the email which gives you this download link.
