To make it short: Windows 10 is NOT a supported platform for PowerCenter server installations. Trying to make it work is a waste of time in my experience. Try installing it on a supported platform (they are listed in the Product Availability Matrices, there's one for each Informatica software version).
I know, there are many people who "succeeded" in installing PowerCenter on Windows 10. Nothing but gambling. You can never be sure that the software will run, that it will run stably, and that it will produce error-free results. Just a game of luck, nothing else.
This issue is with Client installation not with Server.

For 10.1 there are two client installation packages available, one for Windows 10 and one for other Windows versions (the one that you seem to have tried).
Please contact Informatica Global Customer Support (GCS) for a download link for the client installer for Windows 10.
