We have MDM for Customers and are running in to an issue. I see some records with the exact match rules does not match the first time. However, when I set the Consolidation_IND to 4 for the new record and run match the second time, I could see the records Match.

In the above table ROWID_OBJECT was a record that was created on 11/01. On 11/08, a new record with the exact same information was created, however, they did not match when the match job was run on these two records. Once I set CI=4 and re run match they match and merge in to one record.
Has any one experienced this issue? This is causing duplicate data in MDM. Any advise would be greatly appreciated.

What was the CI of the second record just before you run the match job? Are you able to simulate this behavior consistently? If so, can you share the BO data before and after match job, with and without updating CI to 4?
