There is no error, when launching it, the icon showup and then disappear.
I have no issue to open the Repository Manager of Version 9.6.1.
No, The version 9.6.1 is no longer supported reason why we have upgraded to the 10.2.1 as recommended by Informatica experts.
Informatica does not have a classic PowerCenter client for 10.2.1. Could you confirm if the version is correct? Or it is 10.2.0 or 10.2.0 HF1?
Its Powercenter 10.2 Hotfix 1.

Can you try opening the client from the installation directory and check if you are able to open?
Example for designer:

I had the same problem on my local machine, and also happen to have both clients 9.6.1 and 10.2 Hotfix 1 installed.
I created my own shortcut to the 10.2 HF1 Repository Manager and it works fine.
My install directory is "C:\Informatica\10.2.0"
The shortcut created by the 10.2 HF1 install has the "start in" path:
c:\Informatica\10.2.0\clients\PowerCenterClient\client\bin (with a lowercase c)
The shortcut I manually created has the "start in" path:
C:\Informatica\10.2.0\clients\PowerCenterClient\client\bin (with an uppercase c)
I wouldn't think the uppercase/lowercase makes a difference, but if you can try changing the "Start in" path, then try changing it to an uppercase C

This morning I was not able to lauch the workflow monitor. I had to run it as Administror
Upper vs lower case should not make any difference (almost all Windows systems use case insensitive filesystems).
It seems like there is a problem either with your existing shortcuts, or with your installation. I would first try creating new shortcuts to the programs; if that doesn't work, I would try completely uninstalling and then reinstalling the client.
Reinstalling doesn't resolve the problem.
Does it work if you launch the tools directly from the executables?

I'm using Windows-7
Starting Repository Manager is ok for starting from
- executables (.exe)
- new shortcut
- a copy of the existing shortcut , but for this case after pinning on taskbar it is not starting
