I'm not sure what "Perspective Dictionary" refers to. Can you share a screenshot?
In general however, if adding new reference data from a file, once you complete the wizard, a new reference table will be created containing the data in the file. It should then be usable in IDQ Tx such as the Standardization Tx.
I agree with Robert, the Product 360 Forum would probably be a better fit. However and since I stumbled upon this request just now:
Reference Tables with maximum two columns can be created in the Standardization dictionaries view of the Desktop UI. After creation you need to synchronize the dictionary through the UI so that the checkbox becomes ticked. That means the dic file is copied over into the data quality folder of Product 360 and can then be referenced by a rule for usage.
However the typical way looks more like this:
You create a custom rule in your IDQ Developer and also create the initial dic file within there. Then you export the rule as xml plus the meta data (dic file) as ZIP and then use the import capabilities of Product 360 as you explained above. From that moment the rule will be ready for usage in Product 360 and the dictionary can also be adjusted through the UI where every time you synchronize it the rule will take that latest version of the table with its next run.
Note: If you have a reference table that has more than 2 columns those are only file based copies in the data quality folder of Product 360 and can not be synchronized via the UI. For those you need to full rely on the IDQ Developer or would need to maintain the files manually via a text editor for enhancements.

the DQ rule package of Product 360 includes some documentation already. Also on Informatica University you can find some on demand training.
