I haven't seen any command-line utility (yet) which can be used for such purposes.
As far as I know, such requirements can be achieved via ICRT (Informatica Cloud Real-Time); this provides pretty sophisticated workflow definition and controlling capabilities, and it can be used to invoke and monitor arbitrary ICS tasks.

Is it only through windows batch script I can be able to run the cloud jobs from an external tool? or Can I be able to run these jobs from unix or linux commands??
The kb that you shared only talks about triggering the task but it does not mention anything on how to schedule it from third party scheduler.

There is no such KB out there like that.
There are KB's of how to trigger a task. How each third party scheduler actually executes the trigger or how you schedule the execution of the trigger would be in there documentation.
