Before installation did you run i9Pi.exe to check your system compatibilty for Informatica installation..

Up on successful i9pi check, you would see the system deficiencies as per the below screen shot.

Was the xml from exportDomainObjects executed from you previous 910hf3?
Describe 'fresh install'? Did you delete the previous domain or use a new db?
Have you tried on a different domain?
I think the best approach would be to open a SR with GCS and send them the xml file you are trying to import - be sure to mention it's DB2 and the exact db2 version.
This was not an issue with heap size, java environment or pre-installation checklist issues.
I tried to restore Domain couple of times and finally I was able to restore it. I zapped the enviornment,copied the install files from old server to new server. updated gateway information and everything worked fine.
