You may not be able to incorporate entire IDQ rules into IICS-CDI (Cloud Data Integration). You may try IICS - CDQ (Cloud Data Quality) and recently two DQ transformations are added into CDI as well (Cleanse and Verifier). So if your requirement needs just these transformations, it may be possible or else you need to check IICS - CDQ.
Note: I don't have hands-on experience on IDQ. The above information is based on documentation. So please verify!

It is not possible to export any IDQ rules from the Developer Tool to Cloud DQ as of today. You will have to develop a Mappings in cloud to implement the same logic.
You can create the following assets in Cloud Data Quality: Cleanse, Deduplicate, Parse, Rule Specification, and Verifier. Add the assets to a Cleanse transformation, Deduplicate transformation, Parse transformation, Rule Specification transformation, and Verifier transformation respectively in Data Integration. You can also create dictionaries in Data Quality that other data quality assets can use. A dictionary is a table of reference data that a mapping can read to evaluate the accuracy or usefulness of source data.
