Is this the behavior seen for the same country addresses or different countries addresses? Could you please share the sample addresses for which you are observing the issue?
If you are using Address Validator transformation in data quality, you may check the "Global Preferred Descriptor" property for address validator transformation > Advanced Properties.

Thank you for sharing the screenshot. I understand that "Global Preferred Descriptor" is set to database.
Please change it to LONG.
Also, I see that the below address is incorrectly formatted.
Input Address:
1840 STATE HIGHWAY ROUTE 10P O BOX 328
CAROGA LAKE
NY 12032
10P O BOX 328 should be written as 10 PO BOX 328 and you will get the Highway as the output with V4 as the match code.

Address Doctor follow the postal authority standards and rules while validating an address and here is also same, In the database, Address doctor has same standards which is provided by the postal authorities. ( In case of US. USPS)
While you set the "Global Preferred Descriptor" to database then Address doctor gives more preference to postal authorities standards/preferences, It might be possible for some of addresses highway and for some of address HWY is preferred by postal authority.
But, Using the result parameter "Global Preferred Descriptor" you can change it as per your requirement.
If you want to follow the postal authority rules and standards ( USPS standards) then I would suggest to use "Database" but similarly if you want to preserve your input ( whatever you will provide HWY, highway ) you can use preserve input method.
If you will use "LONG" then Address Doctor returns the complete form of the descriptor and similarly "SHORT" returns an abbreviated form of descriptor.
Apart for that, If you are using "Global Preferred Descriptor" parameter then please set "Result Element Abbreviation" to off.
