I guess that you unzipped the installer package for Windows using the Windows Explorer.
That's a bad mistake (unfortunately unknown to many people) because the Windows Explorer can't handle the long file names and path names in the installer ZIP archive; but the Windows Explorer doesn't show any message that it can't handle those long path names, it simply cripples them.
The only thing you can do in this case is to uninstall the software; reboot the Windows machine; unzip using a "real" unzip utility (like WinRAR, 7-zip, infozip... basically anything except the Windows Explorer); and re-install.
Furthermore the Developer works solely on 64-bit Windows. Don't ever try to install it on a 32-bit Windows, that can't work.
